How decimal ↔ fraction works
Finite decimals become an integer over a power of ten, then reduce by GCD. Fractions divide numerator by denominator.

0.125 ↔ 1/8.

At most 9 decimal places and safe-integer numerator. Recurring decimals are not inferred.
